Collectors Role
At the heart of SOGHU’s program we find incentives (Return Incentives or RIs) to collectors, according to the different zones in the province of Quebec. The financing of these subsidies comes from the (Environmental Handling Charges) EHCs paid by members on their sales occured in Quebec of the products covered by the Regulation.

ELECTRONIC DATA COLLECTION SYSTEM PROGRESSION LIVE
Financial aid : When a collector has completed its integration with the system, including the 3 month probation period, SOGHU pays him $ 2,000.
Administrative fees : As announced, since the beginning of the project, administrative fees will be charged to the collectors who have not yet completed their integration with this system. These administrative fees will be effective on September 1, 2017. See details of the fees.
TEMPORARY AND VARIABLE INCENTIVE TO OIL PROCESSORS
SOGHU is aware of the difficulties resulting from the decrease of the price of crude oil and wishes to provide support to its partners. It is with this in mind that SOGHU has approved to revise the “TEMPORARY AND VARIABLE INCENTIVE TO OIL PROCESSORS REGISTERED WITH SOGHU” program as per the October 01, 2020, update (see below). SOGHU announces that the program will be revised on a quarterly basis in accordance with the same scale.
The temporary and variable incentive to oil processors registered with SOGHU for volumes delivered to processors will be at $0.01/L from May 1st, 2021, to August 1st, 2021, at which point it will be $0.00/L until further notice.

Register as a collector
What documentation do I need in order to register as a SOGHU collector?
It is important to read through the collectors and processors manual to fully understand the program.
To register as a SOGHU collector, you must send the following items to SOGHU:
a) the collector registration form and all the documents outlined therein
b) the collectors agreement, signed, dated and initialized on every page
Upon receipt of your registration form, SOGHU will send you an invoice for payment of your registration fees of $200 plus applicable taxes.
SOGHU will examine the information received and will schedule an appointment with the registrant. Following the meeting, if all is in order, the registrant will be presented with a registration certificate along with a copy of their collectors agreement signed by SOGHU. All collectors registered with SOGHU appear on the website with the products that they collect and their zones of activity.
IT IS IMPERATIVE that you read the supplemental information sent to all collectors in compliance wth the collectors agreement. You will find this information in the Communiqués section of this website under “Collectors”.
In order to deal with SOGHU (collection of data, requests for incentives) the collectors must use the electronic data collection system Progression Live.
Financial aid : When a collector has completed its integration with the system, including the 3 month probation period, SOGHU pays him $ 2,000 and his used oil processors become eligible to the used oil temporary return incentive.
Administrative fees : Administrative fees (Détails of the fees) will be charged to the collectors who have not yet completed their integration with this system.
*** These administrative fees will be effective on September 1, 2017.
What documentation do I need to complete in order to register with SOGHU as an internal collector-processor?
SOGHU will examine the documents and if all is in order, SOGHU will forward the registration certificate to the registrant along with a copy of the agreements (collectors and processors) signed by SOGHU.
Internal collector-processors do not appear on SOGHU’s website.
Annual renewal
Which documents are you required to complete to renew your registration as a SOGHU collector?
- Complete the collector registration renewal form, to which must be attached PDF copies of your MELCC (or other government) issued permits/certificates and a proof of civil insurance for the current year for each of your installations;
Upon receipt of your renewal form, SOGHU will send you an invoice for payment of your annual renewal fees of $200 plus applicable taxes.
If everything is compliant, the applicant will receive their registration certificate via email. The latter will be valid for a year, from January 1st to December 31st.
